POSITION RESPONSIBILITIES · End-to-End Program Ownership & Delivery (30%): Own delivery from initiation through go-live and stabilization; maintain single-threaded accountability for scope, schedule, outcomes, and decision closure. · Integrated Planning & Workstream Management (25%): Build and manage the integrated plan in Clarity; coordinate workstreams including vendor implementation, integration enablement, data migration, reporting, access management, regulatory reporting, quality/compliance, change management, testing, and cutover. · Financial Management & Governance (20%): Track budget, forecast and burn; manage variances and change control; partner with Procurement/Finance; ensure leadership visibility to spend and risks. · Vendor & Contract Execution Support (10%): Drive governance rhythms and milestone delivery; coordinate with Procurement/Legal for SOW/agreement execution; manage vendor performance and issues to closure. · Stakeholder Leadership & Executive Communication (10%): Provide executive-ready status, decisions needed, RAID, and milestone reporting; run steering forums and working sessions. · Risk, Quality, and Readiness Management (5%): Maintain RAID log; ensure readiness across validation/testing, regulatory reporting, data quality, migration, cutover, and documentation completeness. IN-SCOPE WORKSTREAMS / DELIVERABLE AREAS · Replacement/modernization for PV Works, PV Express, PV Analyzer, PV Signal Manager (RADAR), PV reporting (Business Objects / Crystal reports / PVW queries where applicable), and associated data interfaces. · Regulatory agency reporting (Gateway/non‑Gateway), PSURs/queries, access management, PV quality monitoring and compliance metrics. · Data migration and interface modernization (including SC‑Dx, SC‑VMIPS, ETS‑RT, GMS‑PQC, MIDEX and other integrations). · Cross-functional coordination of GMS, Service Cloud and Integration Enablement teams. · AI intake process review and AI assessment tracking as part of overall program readiness. ORGANIZATIONAL RELATIONSHIPS · Works closely with PV Business, Compliance, Enterprise Architecture, Management/PMO, SC Dx & VMIPS Business, GMS, Procurement, Regulatory Affairs, and other impacted technical and business stakeholders. RESOURCES MANAGED · Financial Accountability: Program budget ownership, forecasting, and variance management across implementation/integration and annual run costs. · Supervision: No direct reports required; leads cross-functional workstreams and vendor resources through influence and governance (matrixed). · Tools: Clarity (required) and standard portfolio reporting tools. EDUCATION AND EXPERIENCE · Bachelor’s degree in Information Technology, Computer Science, Engineering, or equivalent experience. · IT programs/projects with enterprise stakeholders (multi-workstream, vendor-delivered solutions). · Demonstrated ownership of end-to-end delivery in regulated or compliance-heavy environments (pharmacovigilance/life sciences preferred). · Proven experience managing multi‑million‑dollar budgets, forecasting, and financial governance. · Hands-on experience building and maintaining integrated plans in Clarity (required). · TECHNICAL / PROFESSIONAL SKILLS REQUIREMENTS · Program governance excellence: RAID, dependency management, change control, milestone management. · Vendor management: SOW-driven delivery, performance/issue management, contract lifecycle coordination. · Financial acumen: budget tracking, forecasting, variance analysis, and executive narrative. · Executive presence: clear, concise, action-oriented communication. · Comfort operating in cross-functional, distributed teams; strong follow-up discipline. |
